First of all, you should understand that PSPs and EMIs are both European terms.

In other countries they are referred to by other terminology: for example, MSB (Money Service Business). MSBs are more equivalent to PSPs than EMIs. The terms EMI and PSP refer to different kinds of licenses granted under European law.

EMI – Electronic Money Institution (or Issuer) is a legal entity that has the right to issue electronic money and quasi-money, as well as to make payments related to e-money. To become one, an organization has to undergo thorough scrutiny by the regulators. The clearance procedure may take up to six 6 months.

PSP – Payment Service Providers offer online shopping services through electronic payments by using credit card, direct debit, online bank transfer etc... while acting as a third party between banks and customers.

The practical difference between the Electronic Money Institution (EMI) and the Payment Institution (PI) is that e-money institutions in addition to the services provided by the PI are entitled to issue Electronic Money and store clients' funds for the unlimited period of time.

Electronic Money Institution (EMI) is allowed to issue and redeem electronic money. Electronic money is a digital equivalent of cash stored on an electronic device or remotely at a server. Additionally, EMIs can be authorised to provide all of the services of a Payment Institution.

Financial Service Providers, as commonly used and named in New Zealand, must generally be registered on the NZ Financial Service Providers Register (FSPR) to legally provide financial services to clients, majority based in New Zealand. There is a requirement to also be licensed by the FMA or Reserve Bank to provide some financial services.

Financial service providers include financial advice providers, client money or property services, building societies, credit providers, credit unions, money changers, finance companies, foreign currency exchange dealers, fund managers, insurers, investment portfolio managers, issuers and registered banks.
